The heroe decks included are fairly straight forward and simple. Infernal Relics: Probably the most shennanigans of all the expansions.
The hero decks require a lot of skill and knowing your deck well to play effectively, but completely demolish the game if played properly. The villains can be difficult, but not staggeringly difficult your first time through like Rook City's The Chairman. The environments are equal parts help and harm in my experience. Shattered Timelines: Iron Legacy is almost certainly the most difficult villain in the game.
Time Cataclysm is an amazingly interesting environment. The pack is worth it for these two decks alone; everything else in this expansion is a bonus. Wrath of the Cosmos: Sentinels multiverse pc download all dlc heroes are great and I can't recommend them nough.
The villains require a good think through to defeat them. Dok'Thorah Capital is an amazingly themed environment which gets its theme across very well mechanically. The villains included are pretty hard especially Iron Legacy but if you want a bit of challenge then this would make the DLC much sweeter on the budget. I don't think any expansion can match the goodness of Shattered Timelines so it's safe to say getting the Mini-Packs first would be a better choice, sentinels multiverse pc download all dlc.

You can win just by healing and preventing damage and let the environment and villain kill themselves. You also got to play Scholar in many ways like just by tanking other's damage and draw enough cards for a major hit oy by healing white hitting. Miss Information has complex mechanics which can make her pretty difficult and annoying to play against. If you like the whole tank thing of Scholar, this is up for grab.
Up to this point, you can pick any other expansions, you can research about the heroes, villains and environment to help you with the decision but I'll still rank them base on my personal taste: 3. Infernal Relics - This is a personal choice because I love Argent Adept, some people might recognize me for playing Argent a lot and you might encounter me in the game in one.
Infernal Relics has the two most complicated heroes. Argent Adept and Nightmist, they pretty much require a sentinels multiverse pc download all dlc knowledge of the game so I won't recommend getting this one before the others mentioned above.

Wrath of the Cosmos - The only reason I pick this over Rook City below is because I believe Wrath of the Cosmos heroes has more fun heroes, Sky-scraper and Captain Cosmic. Both heroes has a steep learning curve like the two above, they also require a much further understanding of the game because they interact with heroes, villains and environment. This won't be a problem if you will get the prerequisites above. Villains are much tougher than Infernal Relics but hey, who still needs fighting Difficulty 1 villains by now.
Rook City - Rook City expansion itself is pretty hard, it has 2 Difficulty 4 villains, Spite and Plague Rat are nowhear near Dificulty 2 if you'd ask me.
Rook City environment is one of the hardest environment so far because it helps the villain a lot. And you know what makes it harder? Pair it up with two not-so-broken heroes, Expatriette and Mister Fixer, although they are easier to learn, sentinels multiverse pc download all dlc, they can be pretty bland and can be hit-or-miss if you don't draw well enough. They can be overtaken by heroes like Chrono or Ra respectively. Either way, this is still worth getting into, more characters to play with are always fun.

Or install them one at a time, etc. If you really don't want it, as above, go with Shattered Timelines and the Mini-Packs.
